岡山県の勝山は「のれんの街」として有名なんですね。

a rural hamlet で「田舎の集落」という意味になります。
rural は「田舎の」で、hamlet は「集落、村落」という意味です。

located on the banks of the Asahi River で「旭川の河岸に位置する」です。
bank of ～ で「～の河岸」です。
bank は「銀行」という意味以外にも、「川の横にできた高い土手、岸」という意味があります。
川で流された砂などが堆積した場所という意味です。

wouldn’t look completely out of place in ～ の部分はちょっと難しいですが、
「～に出てきても完全に場違いとは見えないだろう（～に出てきてもおかしくはないだろう）」という意味です。

out of place は「場違いな、浮いている」という意味の慣用句です。
look completely out of place なので「完全に場違いに見える」です。
似たような慣用句では out of date で「時代遅れな、古臭い」もあります。
例：I feel out of place.「私がここにいるのは場違いな気がする。」

Richard Scarry は人名で有名な絵本作家です。
