で「しかしながら、多くの外国人の夫たちがその親族たちと心地よい関係を持てている一方で、多くの外国人妻たちは同じようなわがままが許されていないようなのである。」という意味になります。

it appears that ～ は「どうやら～なようである」という意味の書き出しで使える言い回しです。

while many foreign husbands have pleasant relationships with their in-laws で「多くの外国人夫が親族と心地よい関係を持っている一方で」です。
while は「～である一方で」という意味の接続詞です。
many foreign husbands で「多くの外国人の夫たち」です。
have pleasant relationships with ～ で「～と心地よい関係を持っている」です。
pleasant は「心地よい、快適な」という意味の形容詞です。
in-laws は「親族、姻族、義理の親戚たち」のことです。
結婚してできる配偶者の肉親のことですね。主に義父・義母・義兄弟です。

一方でどんなことが起きているのかというと、
many foreign wives do not have the same luxury で「多くの外国人妻たちは同じようなわがままが許されない」です。
have the luxury で「わがままが許されている、余裕がある」という意味の慣用句です。
例：I don’t have the luxury of taking two weeks off.「2週間も休暇を取るような余裕はない。」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
