で「生徒と保護者はペットボトル、段ボール箱、空のパッケージ用スチール缶などの自然に分解されないゴミを学校に持ってくる。」という意味になります。

Students and parents で「生徒と両親、生徒と父兄」という意味になります。

bring は「持ってくる、連れてくる」という意味の動詞ですね。
bring ～ to … で「～を…へ持ってくる」です。
bring「持ってくる」と take「持っていく」の違いをよく理解しておきましょう。

non-degradable wastes で「分解されないゴミ」です。
degradable は化学用語で「分解できる」という意味の形容詞です。
土などで自然に分解されるというイメージです。
動詞形 degrade で「分解される、退化させる、評判を落とす」などと言う意味になります。
例：degraded protein「分解されたタンパク質」
wastes は「ゴミ、廃棄物」という意味の名詞です。
例：waste bin「ゴミ箱」、waste disposal site「廃棄物処分場」

such as ～ は「～の様な、～などの」という意味で例を示す時に使われる言い回しです。
such as pet bottles, cardboard boxes, and empty steel packaging cans なので「ペットボトル、段ボール箱、空のパッケージスチール缶など」となります。
cardboard box は「段ボール箱」という意味です。
例：cardboard paper「段ボール紙」

steel can で「スチール缶」です。
アルミ缶は aluminium can となります。
