Why is it that ～「～なのはなぜなのでしょう？」の文です。

the Wright brothers で「ライト兄弟」の話になります。

were able to figure out controlled, powered man flight で「人が操縦して人力による飛行（有人動力飛行）のやり方を見つけ出せた」となります。
figure out ～ は「～を考え出す、～を解き明かす」という意味の句動詞です。
例：figure out a way「方法を考え出す、何とかする」
controlled, powered man flight で「有人動力飛行」となります。
人が乗って操縦して、動力のある飛行です。

when there were certainly other teams で「他にも確実に～なチームがいた時に」です。
この場合の when は「～のに、～なのに」という意味合いです。

どんなチームが他にいたかというと、
teams who were better qualified, better funded で「（ライト兄弟よりも）もっと適任で、もっと資金も豊富なチーム」です。
qualified は「資格のある、適任の、資格要件を満たした」という意味の形容詞です。
動詞形は、qualify クワァリファイで「資格を与える、適任とする」です。
例：qualified to be a leader「リーダーとして適任である」、qualified assessor「資格を持つ査定人」
funded は「資金を与えられた、資金を持った」です。
fund は「資金を出す、出資する」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
