で「もし目標が到達できないことが明らかならば、目標を考え直すのではなく、そこへ到達する道を考え直しなさい。」という意味になります。

it is obvious that ～ で「明らかに～だ、～なのは間違いない」という意味の言い回しです。
よく使う言い回しです。
例：Isn’t it obvious?「見てわからない？」

the goals cannot be reached で「その目標には到達できない、手が届かない」という意味になります。
goal は「目標、目的地」です。
reach は「手が届く、到達する」という意味になりますね。
例：reach a difficult goal「困難な目標を実現する」

don’t adjust the goals で「その目標を調整するな」です。
adjust は「調整する、少し変える、加減する」という意味の動詞です。

adjust the action steps で「その到達への道を調整しろ」です。
action steps で「（目標に向けての）行動の階段」という意味です。
steps で「階段、登っていく道」という意味になります。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
