で「我々は今、史上最も危険な実験を行っているのだ。環境の大変動が起きるまでに、地球の大気がどれくらいの二酸化炭素を処理できるかを確かめるという実験を。」という意味になります。

地球温暖化の原因である二酸化炭素を、今でも人類が放出し続けていることを皮肉って言った言葉です。

run the most dangerous experiment in history で「史上で最も危険な実験を行う」です。
run an experiment で「実験を行う」という意味の言い回しです。
the most dangerous experiment in history で「史上最も危険な実験」です。
right now は「たった今」です。

which is to see how much で「（それは）どれくらいかを見るためのものだ」です。
see how ～ で「どれくらい～かを見る、確かめる」という意味になります。

how much carbon dioxide で「どれくらいの量の二酸化炭素か」となります。
carbon dioxide で「二酸化炭素」です。CO2と言ったりもしますね。
the atmosphere can handle で「大気が処理できるのは」です。
atmosphere 「雰囲気」という意味で使われる場合もありますが、今回は「大気、大気圏」です。
例：atmosphere of Mars「火星の大気」

before there is an environmental catastrophe. で「環境の大激変が起きるまでには」となります。
how ～ before … で「…するまでには、どれくらい～か」という意味が作れます。
例：How long before it is ready?「あとどれくらいでできますか？」
catastrophe は「大惨事、壊滅的な状況」という意味の名詞です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
