で「スバルは、金曜日に、今会計年度の営業利益で21％の下げを予想していると発表した。増加するアメリカでのマーケティングコストと原材料価格の上昇が、世界的に伸びた自動車の売上高と相殺する形となるだろうとして。」という意味になります。

Subaru Corp on Friday forecast で「スバル自動車は金曜日に～を予測した」です。
forecast は過去形も同じ形の動詞です。
「見通しを発表する」という意味合いです。

何を予測したかというと、
a 21 percent fall in operating profit で「営業利益で21％の下げを」です。
a 21 percent fall で「21％の下げ、21％減」ですね。
fall はこの場合は名詞（noun）で「下げ、落ち込み、下落、減少」です。
operating profit は会計用語で「営業利益」となります。
operating は「営業の、運営の、経営上の」です。
粗利益（gross profit）から諸経費と間接費を引いたものです。

for the current financial year で「（営業利益が）今会計年度での」です。
current financial year で「今会計年度、営業年度、事業年度」です。
current は「現在の、進行中の、最新の、流れている」という意味の形容詞です。
例：previous financial year「前会計年度」

as it expects ～ で「スバル自動車は～が…するのを見込んでいるので」です。
as ～ は同時進行の意味の接続詞（conjunction）で「～なので、～する中」という意味合いになります。
it はスバル自動車のことですね。会社の代名詞（pronoun）は it となります。
expect ～ to do の形で、「～が…するのを予期する」です。

何を予期しているのかというと、
increased marketing costs in the United States で「アメリカでの増加したマーケティングコスト」です。
marketing costs はいわゆる「広告費」がメインで、販売促進費・販売人件費・販売管理費・輸送保管費が含まれます。

and higher raw material prices で「そして前年度よりも高まった原材料価格」です。
higher は「去年よりも高くなった」という意味で、経済ニュース等でよく使われる表現です。
例：meet higher costs「コスト高に対応する」
raw material で「原材料」です。
例：raw material importer「原料輸入国」

to offset higher global car sales. で「世界的に伸びた自動車の売上高と相殺（そうさい）する」です。
offset は「～と相殺する、埋め合わせる」です。
例：offset the risk with ～「～でリスクヘッジする」
global car sales で「世界での自動車売上高」となります。
global は「世界での」です。
対義語は domestic「国内での」です。
例：domestic car sales「国内での自動車の売上高」
