で「過去と未来を理解することは人間の精神には不可能だと僕は思う。それらはどちらもただの幻想だ。過去と未来では何か変化があるように人に思わせることができる幻想だ。」という意味になります。

I don’t think (that) ～ で「～だと私は思わない」という意味になります。

何をそう思わないのかというと、
the human mind can comprehend the past and the future で「人の精神が過去と未来を完全に理解できる」とは思わない、といういことです。
comprehend カン・プリ・[ヘ]ンドゥは「～をしっかりと理解する」という意味の動詞です。
名詞形は comprehension で「理解力、理解度、包括」という意味になります。
comprehension test「理解力テスト」でおなじみですね。
例：comprehend the Internet「インターネットがどんなものなのかを理解する」

They are both just illusions で「それらはどちらもただの幻想だ」です。
they とは、the past と the future のことを指しています。
illusion は「錯覚、錯視、幻想、見間違い」という意味の名詞です。

どんな illusion かというと、
(that) can manipulate you into thinking ～ で「人を～だと思わせるように操ることができる（錯覚）」です。
manipulate は「手で巧みに操る、上手に操作する」という意味の動詞です。
接頭辞 mani- は「手」という意味です。
manipurate into ～ で「うまく操って～させる」という意味になります。
例：manipulated into buying「口車に乗せられて～を買ってしまう」、gene manipulation「遺伝子操作」

どう思わせることができるのかというと、
thinking (that) there’s some kind of change で「何かある種の変化がある（と思う）」です。
change は「変化、変更点」です。
past と future には「どこか変わった部分」があると、思わせるということです。

過去から未来と言えば、成長や発展があると、人は思いがちですが、
実は、私たちがただそう錯覚しているだけで、
根本的な部分は大して変わっていないんじゃない？
ということでしょうか。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
