で「それによって、ドライバーはそのような状況下でなら、車が自動運転をしている間、運転中にスマホを使うことができるようになる。緊急の場合は即座に手動運転に切り替えるようにしておく必要はあるが。と時事通信社は伝えた。」という意味になります。

It would allow drivers in those situations to use a smartphone で「そのことがドライバーにスマホを使うことを許す、そのような状況下でなら」となります。
It は記事で書かれている、新しい自動運転に関する法律のことを指します。
allow drivers to use a smartphone で「ドライバーがスマホを使えるようにする」です。
allow ～ to do で「～が…できるようにする」という意味になります。
in those situations で「それらの状況下で」です。
こちらは記事の直前に出てきた limited circumstances, including traffic jams on a highway「高速道路での渋滞など限られた状況下」のことですね。

behind the wheel は「ハンドルの後ろに、ハンドルを握って、車を運転中に」という意味の慣用句です。
wheel は「車のハンドル」を指します。
例：fall asleep behind the wheel「運転中に眠ってしまう」

as their vehicle drives itself で「彼らの車が自動で走っている時に」です。
vehicle [ヴィ]ーヒコォは「車、乗り物」です。
drive itself なので「自分で進む」です。
itself の it は車を指していますので、「車が自分で運転する→自動運転」となります。
例：do it yourself「DIY、自分でやろう」

so long as they are able to ～ で「彼らが～できる限りは、～できるのならば」です。
so long as ～ は as long as ～ と同じ意味で「～する限り」です。

able to switch to manual driving immediately in case of emergency で「緊急の場合は即座に手動運転に切り替えられる」です。
switch to ～ で「～にスイッチする、～に切り替える」です。
manual driving は「手動運転」ですね。
「自動運転」は autonomous driving, self-driving などと言います。
immediately は「即座に」です。
発音はイ[ミ]ーディィットゥリという感じになります。よく使う言葉なので言えるようにしておきましょう。

the agency は前述の Jiji Press agency のことですね。
