で「富士通研究所は、暗号化されたままで生体認証情報を比較できる技術を開発した。従来型の生体認証システムと同等の正確さと処理スピードで。」という意味になります。

Fujitsu Laboratories Ltd は「株式会社富士通研究所」です。
Ltd は Limited の略で、リミティドゥと発音します。

has developed a technology that ～ で「～という技術を開発した」です。

どんな技術かというと、
(a technology that) can compare biometric information while it is still encrypted で「生体情報を比較できる、それが暗号化されたままで」です。
compare カン[ペ]ァは「～を比較する」という意味の動詞です。
名詞形は comparison コン[パ]リスン「比較」です。
biometric information は「生体情報」です。
記事によると palm vein「手のひらの静脈」を使って認証するとのことです。
while it is still encrypted は「それが暗号化されたままで」という意味になります。
it は biometric information のことを指しています。

暗号化されていない生体認証情報は、他人の手に渡ると悪用される可能性があります。

accuracy [ア]キュラスィは「正確さ」という意味の名詞です。
形容詞形は accurate [ア]キュリトゥ「（情報・数字などが）正確な」です。
例：accurate data「正確なデータ」
conventional biometric authentication systems で「従来型の生体認証システム」です。
conventional は「従来型の、以前からある、伝統的な」という意味の形容詞です。
最新のものと比較して、とてもよく使われる表現なので覚えておきましょう。
例：in the conventional fashion「従来型のやり方で、決まりきったあり方で」
