Seven Bank Ltd and NEC Corp have developed a next-generation ATM で「セブン銀行とNECは次世代型ATMを開発した」です。
Seven Bank Ltd and NEC Corp が主語です。
next-generation は「次世代型の」という意味になります。
ATM は Automated Teller Machine の略です。
teller は「銀行の窓口係、出納係」という意味になります。
(which) has a facial recognition engine with the world’s No. 1 certification accuracy で「（そのATMは）顔認識エンジンを持っている、世界でNo.1の認証の正確さを持つ」
facial recognition で「顔認識」です。
recognition は「認識、識別」という意味の名詞です。
動詞形は recognize [レ]コグナイズで「認識する、識別する」です。
例：recognize a difference「違いを識別する」
certification accuracy は「認証の正確さ」です。
certification は「認証、証明」です。
動詞形は certify [サ]ーティファイ「証明する、認証する、認定する」です。
例：certified doctor「資格を持つ医師」
The ATM is to be installed and to replace old machines late this month. で「そのATMは、導入され、旧型機と置き換えられる予定だ、今月末に」です。
is to ～ は「～する予定である」という意味の言い回しです。
例：This book is to be released this fall.「この本は今秋発売される予定です。」
late this month は今月末です。
