Today, I went in to take my College Placement tests. I’d spent all week ignoring actual homework to study for these tests. When I got there, the responsible told me that the tests were last week. FML
で「今日、大学の入学時クラス分けテストが始まった。私は本来の宿題をやらずにそのテスト勉強をして一週間を過ごしてきた。会場に着いた時、責任者が私に言った。テストは先週だったと。F*ck my life!」という意味になります。

Today, I went in to take my College Placement tests. で「今日、私は大学の入学時クラス分けテストに突入した」となります。
go in は「突入する、開始する、期間に入る」という意味合いの句動詞です。
go in to ～ で「～し始める」となります。
take my College Placement tests で「大学のクラス分けテストを受ける」です。
placement test とは、入学時にクラスの割り振りのために行われる能力査定テストです。
placement は「配置すること、置くこと」という意味ですが、
「（生徒の習熟度などに応じた）クラス分け」という意味になります。

I’d spent all week ignoring ～ で「私は一週間全てを過ごしてきた、～を無視して」です。
I’d spent は I had spent の略です。
all week で「一週間ずっと」です。

ignoring actual homework で「実際の宿題を無視して」という意味です。
actual homework は「実際の宿題、本来やるべき宿題」という意味です。

to study for these tests. で「これらのテストに向けて勉強するために（過ごした）」です。
these tests は my College Placement tests を指しています。

When I got there, で「私がそこに着いた時」です。
get there で「そこに着く、到着する」です。

the responsible told me (that) ～ で「責任者の人が私に～と言った」です。
the responsible は「責任者」となります。
responsible は形容詞形ですが、名詞として使われています。
the responsible man (person) という意味になります。

なんと言ったかというと、
(that) the tests were last week で「そのテストは先週だった（と）」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
