Large U.S retailers で「大手のアメリカの小売業者」です。
ウォルマート、Home Depot などのことです。

are rushing to comply with a new law, で「大急ぎで～している、新しい法律に準拠（している）」です。
rush to ～ で「大急ぎで～する」という意味の言い回しです。
comply コンプ[ラ]イは「法律を守る、順守する」という意味の動詞です。
名詞形は compliance コンプ[ラ]イアンス「法令順守、コンプライアンス」ですね。
comply with ～ で「～に準拠する、～を守る」です。

a new law, the California Consumer Privacy Act (CCPA), で「新しい法律、カリフォルニア州消費者プライバシー法」です。
Act は「～法」という意味でよく使われます。
例：Civil Rehabilitation Act「民事再生法」

(which) becomes effective at the start of 2020 で「（それは）有効になる、2020年年明けから」です。
become effective で「（法律や契約などが）発効となる、有効になる」という意味の言い回しです。
come into effect とも言えます。

and is one of the most significant regulations で「また（それは）最も重要な規制の一つだ」です。

どんな規制かというと、
(regulations) overseeing the data collection practices of U.S. companies. で「～を監視する、データ収集活動を、アメリカ法人の」です。
oversee オウヴァー[スィ]ーは「～を監視する、監督する」です。
over（上から）＋ see（みる）ですね。
overseas「海外に、海外の」と間違わないように注意しましょう。

プライバシー保護法と言えば、昨年話題になった
ヨーロッパの General Data Protection Regulation（GDPR）も有名ですね。
