で「ツイッター社は現在新しいコミュニティー管理手法をテストしていると発表した。それは政治家や著名人によって投稿される誤解を招く情報をユーザーが識別できるようにし、そのようなツイートの下に明るい色でラベルをつけるというものだ。」という意味になります。

Twitter Inc said (that) ～ で「ツイッター社が～と公表した」です。

it is testing a new community moderation approach で「同社はテストしている、新しいコミュニティー管理の手法を」です。
it は Twiter Inc を指して「同社」となります。
community moderation は「コミュニティーの管理」という意味です。
moderation は「節度を保つこと、緩和すること、適切に進行させること、議論などの司会をすること」と言った意味合いです。
moderator モデレイターで「仲介者、議長、司会」という意味です。
掲示板などの議論の管理を行う管理者という意味もあります。例えば不適切な投稿を編集・削除することを指します。
例：moderate a debate「ディベートの司会をする」
approach は「アプローチ、手法、やり方」です。

どんな手法かというと、
(that) would enable users to identify misleading information で「（それは）ユーザーができるようにする、識別できるように、誤解を招くような情報を」です。
enable ～ to do で「～が…できるようにする」という意味の言い回しです。
identify アイ[デ]ンティファイは「～を識別する」という意味の動詞です。
misleading information は「誤解を与えるような情報」です。
マスコミなどがよくやる、都合のいい部分だけを切り取って報道したりすることですね。

(misleading information) posted by politicians and public figures で「政治家や著名人によって投稿される（誤解を与えるような情報）」です。
public figures で「著名人、公人、有名人」となります。
figure はこの場合は「人物」という意味です。
例：great figure「偉人」、historic figure「歴史的人物」

and add brightly colored labels under those tweets. で「そして～を付ける、明るく色づけされたラベルを、そのようなツイートの下に」です。
brightly colored で「明るく色づけされた、目立つように色付けされた」です。
label はレイボォと発音して「ラベル」です。
