Today, I was going to propose to my girlfriend of 3 years. I checked the box with the ring to make sure it was still there, and saw a piece of paper in it. It said, “No.” FML
で「今日、僕は3年付き合った彼女にプロポーズしようとしていた。まだちゃんと指輪が入っているか指輪の箱を最終チェックしたら、その中に紙切れが入っていた。それには『No』と書かれていた。F*ck my life!」という意味になります。

I was going to propose to my girlfriend of 3 years. で「私は～するつもりだった、プロポーズしようと、付き合って3年の彼女に」です。
propose to ～ で「～にプロポーズをする、結婚の申し込みをする」です。
my girlfriend of 3 years で「3年付き合った彼女」となります。
～ of _ years というい形で「＿年越しの～、＿年来の～」という意味が作れます。
例：her husband of 10 years「彼女の結婚10年になる夫」

I checked the box with the ring で「私はチェックした、指輪が入った箱を」です。
the ring は「エンゲージリング」のことですね。

to make sure (that) ～ で「～であることを確かめるために」です。
make sure ～ で「ちゃんと～かを確かめる」という意味の言い回しです。
例：make sure everything is all right「万事順調かを確かめる、何も問題がないことを確認する」
make sure (that) it was still there, ですので「それがまだそこにあるかを確かめる」です。
it「それ」とは the ring のことです。

and saw a piece of paper in it. で「そしたら、その中に一枚の紙があるのを見つけた」です。
saw は see「見る」の過去形ですが、この場合は「見える、見つける」です。
in it の it は the box を指しています。

It said, “No.” で「それには『No』と書いてあった」です。
it said で「それには～と書いてあった」という意味の言い回しになります。
say は「言う」という意味ですが、本や看板などに「～と書いてある」という意味でもよく使われます。
例：The letter said ～「その手紙には～と書いてあった」

それではまず文節に分けて日本語に訳し内容を理解して下さい。

3年来の彼女にプロポーズしようと

I checked the box with the ring
指輪の入った箱をチェックした
