A fire inside a police union building が主語になり「警察組合の建物内での発砲」です。
a fire で「発砲」という意味です。

led authorities to declare a riot で「当局が暴動を宣言するきっかけになった」です。
led は lead「導く、～に連れていく、～につながる」の過去形です。
lead ～ to do で「～が…するきっかけになる、」という意味の言い回しになります。
例：That led me to open my restaurant.「それが私が店を開くきっかけになった。」
authorities in Portland, Oregon, で「オレゴン州ポートランド当局」です。

and force protesters away from the offices で「また、デモ参加者たちをオフィスから離れさせる」です。
protesters は「抗議者たち、デモ参加者たち」です。
force ～ away from … で「～を…から強制的に離れさせる、近づけないようにする」です。

as violent demonstrations continue in the city で「同市では暴力的なデモが続く中で」です。
as ～ は「～する中で、～する状況で」という意味の接続詞です。
violent demonstrations で「暴力的なデモ」です。

(the city that) had hoped for calm「（同市は）静かになると期待していた」です。
had hoped for calm なので「街が落ち着くことを期待していた、望んでいた」です。

after federal agents withdrew more than a week ago. で「連邦職員たちが一週間以上前に撤退したので」です。
after はここでは「～なので、～したので」と理由を意味します。
連邦職員が撤退したから、少しはデモも落ち着く（calm）と思っていたという事です。
連邦職員（federal agents）とは、トランプ大統領がオレゴン州に派遣した機動隊のようなもので、
その派遣が、デモ参加者たちからの反発をより大きくしていたという背景があります。
