で「先週アメリカ政府が、その協定を存続させるというロシア政府からの提案を『なんの役にも立たないもの』と言って拒絶した後、ロシア政府は、火曜日、アメリカが提案した、双方の核弾頭の凍結と同条約の1年の延長に同意する意向を発表した。それに対して、アメリカは迅速に対応する用意があると発表した。」という意味になります。

After ～「～した後」
the White House last week rejected ～ で「ホワイトハウスが先週～を拒絶した（あと）」です。
何を拒絶したかというと、
a proposal from the Kremlin で「クレムリンからの提案を」です。
to keep the accord alive 「その協定を生かしておこうという（提案）」となります。
keep ～ alive で「～を生かしておく、～を存続させる」です。

the White House と the Kremlin は、政府中枢の入っている建物名で表して、それぞれ「アメリカ政府」と「ロシア政府」を指します。
Kremlin はロシア政府が入っている「クレムリン宮殿」を指しています。
国の政府を指す場合、同様に、Moscow「ロシア政府」、Washington「米政府」と、首都名で言ったりもします。
例：Tokyo「日本政府」、Beijing「中国政府」、London「英国政府」
the accord とは the New START treaty（ Strategic Arms Reduction Treaty「戦略兵器削減条約」）を指しています。

calling it a “nonstarter,” で「それを『何の役にも立たないもの』と言って」です。
non-starter とは「出走取り消しの馬」という競馬用語からきた言葉で「意味のない物、何の役にも立たないもの」となります。

Moscow said Tuesday (that) ～ で「モスクワ（ロシア政府）は火曜日に～と発表した」です。

it could agree to a U.S.-proposed freeze で「同国は、アメリカが提案した凍結案に、同意しうると」です。
it は Moscow を指しています。
a U.S.-proposed freeze on ～ で「アメリカ提案の～の凍結案」です。
agree to ～ で「～の案に同意する、～を受け入れる」です。
agree with ～、agree to ～、agree on ～ の違い

freeze はここでは名詞で「（計画などの）凍結、据え置き」という意味になります。
freeze on ～ の形で使われます。
例：freeze on nuclear testing「核実験の凍結」、removal of the freeze on recruitment「採用凍結の解除」
何の凍結かというと、
(on) each side’s nuclear warheads で「両国の核弾頭（の凍結）」です。
and to extend the treaty by one year. で「そしてその条約を一年延長するという（提案）」です。
extend by ～ years で「～年間延長する」という意味になります。
ここでの by ～ は「～単位で、～ずつ」という意味です。

In response,「それに対応して、それに応えて」

the U.S. said (that) で「アメリカは～と発表した」
it was ready for a quick deal. で「同国は迅速に対応する準備があると」です。
be ready for ～ で「～の準備が整っている」という意味になります。
a quick deal は「素早い対応、迅速な対処」です。
