county カウンティで「郡」となります。country「国」と見間違わないように気を付けましょう。
特定の地名と、州名・国名などを併記するときのお決まりでカンマで区切ります。
例：I’m from Tokyo, Japan.「日本から来ました。」
a Black sheriff’s deputy で「黒人の保安官代理」となります。
sheriff は「（郡の）保安官、警部」です。
sheriff’s deputy または deputy sheriff で「保安官代理、保安官補」です。
日本で言う「警部補」のことです。

so ～ 「だから」
when the county sent him to a police academy at a local technical college,「その郡が、彼を送り込んだ時、警察学校へ、地元の専門学校での」です。
a police academy at a local technical college で「地元専門学校の警察アカデミー」です。
記事中にある通り、警察学校は外注化が進み、外部の専門学校に委託されているそうです。
technical college で「専門分野の学校」、日本で言う「専門学校」です。

McGhee wasn’t all that surprised to be ～で「マギーはそれほど驚かなかった、～であることに」です。
not all that ～ で「そんなに～ない、それほど～ない」という意味の言い回しになります。
例：not all that long ago「それほど昔の事でもない」
that / this には、副詞として「そんなに、こんなに」という意味があります。
例：that many ～「そんなに多くの～」、get this far「こんなに遠くまで」

to be the only Black cadet in the class. で「（自分が）唯一の黒人の士官候補生であるとこに、クラスの中で」です。
cadet カ[デ]トゥで「士官候補生」です。
windows95～XP に入っていた3Dピンボールゲーム「Space Cadet（宇宙軍の士官候補生）」をやったことのある人には、なじみがあるのではないでしょうか？
