で「アメリカのFDAとCDCは金曜日、その予防接種の使用を一時休止するように求める勧告を解除した。そのリスクよりも有益性のほうが大きいと言って。」という意味になります。

The U.S. Food and Drug Administration and U.S. Centers for Disease Control and Prevention が主語です。
The U.S. Food and Drug Administration で「アメリカ食品医薬品局」です。
FDAと略されてニュースなどでも頻出です。
The U.S. Centers for Disease Control and Prevention は「アメリカ疾病管理予防センター」です。
CDCでおなじみです。

on Friday「金曜日に」

lifted their recommendation で「（自分たちが出した）勧告を撤回した」です。
lift は「～を持ち上げる」という意味の動詞ですが、ここでは「禁止令などを解除する、撤回する」という意味になります。
例：lift the state of emergency「緊急事態宣言を解除する」
recommendation は「お勧め、勧告、奨励」です。

どんな勧告かというと、
(recommendation) to pause use of the shots で「その予防接種の使用を一旦休止するという（勧告）」です。
the shots とは記事に出ている通り、J&J（ジョンンソン＆ジョンソン）のワクチン接種のことです。
血栓・血液凝固（blood clotting）が起きる言われていて、使用をやめるよう勧告が出ていたものです。
shot はここでは「予防接種（の皮下注射）」です。
同じ意味で jab もよく使われます。
use of ～ で「～の使用、～の利用」です。
use はここでは名詞ですので発音は濁らずにユースとなります。

saying ～ 以降は、分詞構文の用法で、CDCとFDAが「～と言って、～と発言して」という意味です。
何と言ったのかというと、
(that) the benefits outweigh the risks. で「その有益性は、そのリスクを上回る（と）」です。
the benefits で「その有益性」です。
J&Jのワクチンを使うことの有益性ということです。
outweigh アウト[ウェ]イで「（重さや重大さが）～を上回る」という意味の動詞です。
例：The cons outweigh the pros.「マイナス面がプラス面を上回っている。」
out-（～の外へ）+ weigh ウェイ「重さがある」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
