で「私たちにはみんな人生の波乱がある。そしてその困難な時期を迎えてそれから回復するとき、私たちはそれを乗り越えたことを祝うべきだ。それがどれだけ悪く見えても、そこには常にあなたが見つけられる美しい何かがある。」という意味になります。

マティ・ステパネクは、重病である筋ジストロフィーに侵されながらも、世界平和を願った詩を13年の生涯で書き続け、2001年その活動が様々なメディアで取り上げられ、アメリカ中で大人気となりました。

We all have life storms で「私たちにはみんな人生の波乱がある」です。
life storm は「人生の波乱」です。
storm は「嵐、荒天」です。

and「そして」

when we get the rough times「私たちがそのつらい時期を迎えて」
get a rough time で「つらい時期を迎える」
rough は「土地などがデコボコの、起伏のある、柔らかくない」という意味から「困難な、荒れた、つらい」という意味になります。
and we recover from them, で「そしてそれらから回復するとき」です。
them は、life storms または the rough times を指しています。

we should celebrate that ~ で「私たちは~ということを祝うべきだ」です。
どんなことを祝うべきなのかというと、
(that) we got through it. で「その一つを切り抜けたことを」です。
get through ~ で「つらいことなどを切り抜ける、通り抜ける、乗り切る」です。
例:get through a recession「不況を乗り切る」
it life storms の中の一つということでここでは単数形になっています。

No matter how bad it may seem, で「それがどんなに悪く思えようとも」です。
no matter how ~ で「どんなに~でも」という意味の言い回しです。
例:no matter how busy one is, ~「どんなに忙しくても、~」

there’s always ~「常に~がある」
something beautiful で「美しい何か」です。
something, anything などは形容詞が後ろに来ます。
(that) you can find. で「あなたが見つけられる(美しい何かが)」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

私たちにはみんな人生の波乱のときがある

and when we get the rough times
そしてそのつらい時期を迎えて

and we recover from them,
それから立ち直るとき

we should celebrate that
