で「共同通信に送られた声明文の中で、ウガンダ選手派遣団のベアトリス・アイコル団長は、セチトレコ氏が行方不明になったことを認め、彼は来週の火曜日にコーチと一緒に母国に帰る予定であると発表した。」という意味になります。

statement は「声明文、声明」です。

Beatrice Ayikoru, the chef de mission of the Ugandan delegation, が主語となり「ベアトリス・アイコル氏、ウガンダ選手派遣団の代表」です。
the chef de mission「シェフ・デ・ミッション」はオリンピックなどの国際イベントでよく使われる肩書で、
「国際派遣団の長」という意味合いです。
記事中では言い換えで the chief of the team とも表記されています。
ここではウガンダ選手団の団長ということです。

the Ugandan delegation で「ウガンダの派遣団」です。
delegation は「代表団、派遣団、委任」という意味の名詞です。
動詞形は delegate [デ]リゲイトゥで「委任する、委譲する」です。
例：delegate details to the subordinate「詳細を部下に任せる」、delegation of legislators「議員団」

ベアトリス・アイコル氏は、
admitted that ～ で「～であることを認めた」です。
admit は「～を（事実だと）認める」です。

(that) Ssekitoleko has gone missing で「セチトレコ氏が行方不明になった（こと）」です。
go missing で「行方不明になる」という意味のコロケーションです。
Ssekitolekoさんは、ウガンダの重量挙げの選手で、日本で行方不明になってしまっていました。

and said that ～ で「そして～だと言った、発表した」です。

(that) he was due to head home with his coach next Tuesday. で「彼は来週の火曜日にコーチと一緒に母国に向かう予定だった（と）」です。
due to ～ は「～のせいで」という意味でもよく使われますが、
ここでは be due to ～ の形で「～する予定である、～することになっている」という意味になります。
due デューは「～する予定である、～するはずである」という意味の形容詞です。
例：The new-model car is due to be released next month.「その新型車は来月発売される予定だ。」
head home で「家に帰る、家に向かう」です。
head はここでは動詞で「（～へ）向かう」という意味です。
例：A storm is heading this way.「嵐がこちらに向かっています。」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
