で「ずっと続いてきたアップルの規約の元で、iPhoneアプリ開発者たちは、ユーザーに向けてアプリ外でのサービス支払い方法に関する情報をメールすることを禁じられていた。それはアップルの手数料15～30％を回避することになるので。」という意味になります。

Under long-standing Apple rules, で「長く続くアップルの規則のもとで、」です。
long-standing は「長く続いている、長期にわたる」という意味の形容詞です。

makers of iPhone apps were forbidden to ～ で「iPhoneアプリのメーカー達は～することを禁じられていた」です。
app はアプリ（アプリケーション）で、主にスマホ上で動くプログラムを指します。
forbidden で「禁じられた」です。
動詞形は forbid フォー[ビ]ドゥ「～を禁じる、差し止める」です。
例：forbidden fruit「禁断の果実」

何を禁じられていたのかというと、
to email users with information on ～ で「ユーザーたちにメールを送ることを、～に関する情報を」です。
email ～ with … で「～に…をメールで送る」です。
このように email は動詞でも使えます。
information on ～ で「～に関する情報」です。
information about ～ とも言えます。

何についての情報かというと、
(on) how to pay for services outside the app で「サービスの支払い方法（について）、アプリの外側で」です。
つまり、アプリ内での課金ではなく、アプリ外での課金方法について、ということです。
pay for ～ で「～の代金を払う」となります。
前置詞 for には「～の対価として、～の代わりに、～の代償として」という意味があります。

which ～ で「（そのことは）～である」
つまり前文の「ユーザーにメールを送って支払い方法を教えること」を指しています。
would circumvent Apple commissions of 15% to 30%. で「（そのことは）回避することになる、アップルの15～30%の手数料を」です。
circumvent サー・カム・[ヴェ]ントゥで「～を回避する」という意味の動詞です。
例：circumvent legal issue「法的な問題を巧みに回避する」
