で「貧しい人や体の不自由な人のためのセーフティーネットは、心ある国家ならどこでも必須のものである。しかし、必ずしも必要とは限らないのに給付金を受けるよう人々に奨励することは、不適当である。」という意味になります。

Safety nets for the poor and disadvantaged が主語で「貧しい人々や体の不自由な人々のためのセーフティーネット」です。
safety net は日本語でもそのまま使いますね。
the poor で「貧しい人々」という意味になります。
the ＋ 形容詞 で「～な人々」という意味になります。
例：the rich「お金持ち」、the uninitiated「初心者」
同様に the disadvantaged で「恵まれない人々」です。
disadvantaged は、
dis-（否定）＋ advantaged「有利な、恵まれた」という形で
経済的・社会的に「恵まれない、体の不自由な」という意味になります。

are a must で「は、必須なものだ」です。
must はここでは名詞で使われて「必須なもの、必需品」です。
a must for ～ で「～にとって不可欠なもの」です。
any compassionate nation, で「思いやりのある国ならどこでも」です。
compassionate コン[パ]ショニトゥで「思いやりのある、同情心のある」という意味の形容詞です。

but ～「しかし」

encouraging folks to go on the dole when not absolutely necessary が主語です。
encouraging folks to go on the dole で「人々に給付を受けるよう奨励すること」です。
folks は people の言い換えで「人々、国民」です。
encourage ～ to do … で「～に…するよう促す」です。
go on the dole は「給付金を受ける、失業手当を受ける」という意味の言い回しです。
dole [ド]ウォは動詞で「分配する、施しとして～を与える」という意味から、名詞では「給付金」となります。
when not absolutely necessary で「必ずしも必要でないときに」です。
not absolutely necessary で「必要とは限らない、必ずしも必要ではない」という意味のコロケーションです。
absolutely が「絶対に、100％」という意味のですので、not absolutely で「絶対～というわけではない」となります。

is disgraceful. で「は、不適当だ」です。
disgraceful で「不名誉な、みっともない、はしたない、けしからん」です。
graceful グレイスフォで「上品な、優雅な」ですので、否定の dis- がついて「はしたない」となります。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
