As a bull market turns into a bear market, the new pros turn into optimists, hoping and praying the bear market will become a bull and save them. But as the market remains bearish, the optimists become pessimists, quit the profession, and return to their day jobs. This is when the real professional investors re-enter the market.

で「上げ相場が下げに変わる時、にわか投資家たちは楽観主義者になる。下げ相場が上げになって助かるよう願って祈って。だが、相場が下げのままだと、楽観主義者たちは悲観主義者に変わり、プロの投資家を辞めて、自分たちの本業に戻っていく。この時が、本物の投資のプロたちが相場に再度参入する時なのだ。」という意味になります。

As a bull market turns into a bear market, で「上げ相場が下げ相場に変わる時、」という意味です。
as ～ は「～するとき、～すると、～する中で」という意味の接続詞です。
turn into ～ で「～になる、～に変わる」という意味のコロケーションです。
bull と bear は直訳すると「闘牛（雄牛）」と「熊」ですが、投資用語では「上げ相場」と「下げ相場」という意味になります。
雄牛が角で突き上げる様と、熊が腕を上から振り下ろす様をチャートの形が、そのイメージと言われていますが、それは後付けで、実際の語源はこちら

熊の皮（bearskin）を信用売り（空売り）するところから、bear は元々「空売り」の意味でした。
そこから「売り勢力の強い相場」という意味になったようです。
bull の由来はあまりよくわかっておらず、おそらくはbearに対応するイメージで選ばれたとのことです。

the new pros turn into optimists, で「にわか投資家たちは楽観主義者に変わる」です。
new pros で「新しいプロたち」です。professionals の略ですね。
professional は名詞としても形容詞でも使えます。
対して「素人」は amateurs です。

hoping and praying (that) ～「～であることを願って祈って」です。
(that) the bear market will become a bull and save them. で「下げ相場が上げ相場になって自分たちを救うことを（願って）」です。
them は the new pros を指しています。

But「しかし」
as the market remains bearish, で「相場が下げのままだと」です。
the optimists become pessimists, で「それらの楽観主義者たちは悲観主義者に変わる」です。
the optimists は同じく the pros を指しています。
bearish は bear の形容詞形で「下げの、売りの、弱気相場の」です。
quit the profession,「そのプロを辞めて」
and return to their day jobs.「自分たちの本業に戻っていく」です。
profession は「プロであること、専門職」です。つまりプロの投資家を辞めてしまうということです。
day job は「いつもの仕事、本業、（昼の）常勤の仕事」という意味です。

the real professional investors re-enter the market. で「本物のプロ投資家たちが市場に再参入する（時）」です。
the real professional investors で「本物のプロの投資家たち」です。
investor は「投資家」
動詞形は invest「投資する、出資する」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
