エイブラハム・リンカーン　ゲティスバーグ演説 (1863年)です。

– that we here highly resolve that these dead shall not have died in vain – that this nation, under God, shall have a new birth of freedom – and that government of the people, by the people, for the people, shall not perish from the earth.

で「（またその重要な任務というのは）我々がここで高らかに決意するということである。これらの死者たちが無駄に死んだことにならないようにすること。この国が神の下において新たな自由の誕生を得るということ。そして、人民の、人民による、人民のための政府が地上から決して絶滅しないようにすることを。」という意味になります。

最後の一文の後半部になります。
前回でてきた the great task remaining before us「我々の目の前に残されているその重要な任務」の内容を説明する that節が分かりやすいように – ハイフンを付して４つ列挙されています。
～, ～, ～, and ～ の列挙法ですね。
一つ目が、前回説明した、
– (that) from these honored dead we take increased devotion to that cause for which they gave the last full measure of devotion
「（その重要な任務というのは）ここで尊い死を遂げた者たちから、我々がその大義へのさらなる献身を受け継ぐことだ。そのために彼らが最後の最後まで死力を尽くしたその大義を。」です。

そして今回、二つ目の that節です。
– (that) we here highly resolve that ～「（またその重要な任務というのは）私たちが高らかに～だと決意することだ」です。
何を決意するかというと、
(that) these dead shall not have died in vain で「これらの死者たちが決して無駄に死んだことにならないようにすることを」です。
shall は動詞 resolve に呼応して「必ずや～となる（だろう）」という意味です。
shall は【神の意思】や【運命】を意味して「当然～する、必ずや～する」という意味になります。
例：I shall return.「必ず戻る。」◆マッカーサーがフィリピン撤退の時に言った言葉として有名
not have died in vein で「無駄に死んでしまった（のではない）」です。
勝てば官軍・負ければ賊軍で、戦争に負ければ戦死者の死が無駄になるわけですから、
ここでは戦争に負けないと決意する（resolve）ということですね。

次に三つ目の that節です。
– (that) this nation, under God, shall have a new birth of freedom で「この国が、神の下で、必ず新たな自由を得ることを」です。
この that節にも resolve に呼応する shall があるので、
（we here highly resolve that ～） が省略されていると考えるとしっくりきます。
つまり「この国が、神の下で、必ず新たな自由を得ることを、決意すること」という意味になります。

次に四つ目の that節です。
– and (that) government of the people, by the people, for the people, shall not perish from the earth. で「人民の、人民による、人民のための政府が地上から決して絶滅しないようにすることを。」です。
that の前に and があるので、列挙がこれで終わることが分かります。
ここでも shall があるので、（we here highly resolve that ～）が省略されていると見て、
「人民の、人民による、人民のための政府が地上から決して絶滅しないようにすることを（決意すること）」という意味になります。
