Ever since I was a child I have had this instinctive urge for expansion and growth. To me, the function and duty of a quality human being is the sincere and honest development of one’s potential.
で「子供の時からずっと私は大きくなりたい成長したいという本能的な衝動があった。私にとって、優秀な人間の役割と義務は、真摯で正直な自己の潜在力の開発だ。」という意味になります。

Ever since I was a child で「私が子供の時以来ずっと」です。
ever since ～ で「～してからずっと」という意味になります。

I have had this instinctive urge で「私はこの本能的な衝動を持っていた」です。
have had ～ と現在完了形を使って「（～からずっと今も）持ち続けてきた」という意味になっています。
instinctive urge for ～ で「～を求める本能的な衝動」です。
urge for ～ で「～を求める衝動、～を強く望む気持ち」です。
例：have an urge for ice cream「アイスクリームがすごく食べたい」
何を求める衝動かというと、
(for) expansion and growth で「拡大と成長（を求める）」です。
expansion は「拡大、伸長、膨張」です。
動詞形は expand イクス[パ]ンドゥ「～を大きくする、膨らませる」です。

To me, 「私にとって」
the function and duty of a quality human being が主語で「優秀な人間の役割と義務」です。
function は「機能」という意味もありますが、ここでは「役割、任務、職務」です。
例：function of a leader「リーダーの役割・任務」
a quality human being で「優秀な人間、良質な人間」です。
quality は名詞では「品質」ですが、ここでは形容詞として使って「質の良い、良質な、優秀な、上流階級の」です。
例：quality brands「優良ブランド」、quality company「優良企業」

is the sincere and honest development of one’s potential. で「～は、誠実で正直な自己の潜在力の開発だ」です。
sincere and honest で「誠実で正直な」です。
sincere と honest はだいたい同じ意味ですが、
honest は事実を正直に（時に無遠慮に）言うイメージ、sincere は相手を気遣いながら本心を告げるイメージです。

例：sincere encouragement「心からの激励」、honest answer「正直な答え」
