で「北朝鮮は感染性疾患に対して脆弱であると考えられている。その理由は主に、北朝鮮政府による核弾道ミサイルの野心を阻止するための国際的な経済制裁の結果で起こっている食料・医療用品の慢性的な欠乏のせいである。」という意味になります。

North Korea is believed to be ～ で「北朝鮮は、～であると信じられている」です。
is believed to be ～ で「～であると信じられている、～であるものと考えられている」です。

to be vulnerable to infectious diseases で「感染性疾患に対して脆弱である（と）」です。
vulnerable [ヴァ]ゥネラボォで「脆弱な、もろい、影響を受けやすい、傷つきやすい」です。
infectious disease で「感染症、感染する病気」です。
infectious イン[フェ]クシャスで「感染しやすい」という意味の形容詞。
名詞形は infection「感染」です。

due largely to ～ で「主に～のせいで」です。
due to ～ という言い回しに largely「主に、大体において」が挿入された形です。
chronic shortages of food and medical supplies で「慢性的な欠乏、食料と医療用品の」です。
chronic は「慢性的な、長引いている」という意味の形容詞です。
対義語は acute ア[キュ]ートゥ「急性の」、または temporary「一時的な」です。

as a result of ～ で「～の結果として」
international economic sanctions で「国際的な経済制裁」です。
economic sanction で「経済制裁」です。
aimed at ～ は economic sanctions を後ろから修飾して「～を目的とした、～を狙った」です。
aim エイムの元の意味は「的、狙い、照準」で、動詞では「～を狙う、～に向ける」です。

何を狙った経済制裁かというと、
(aimed at) thwarting Pyongyang’s nuclear and ballistic missile ambitions. で「ピョンヤンの核弾道ミサイルの野望を阻止すること（を狙った）」です。
thwart スウォートゥで「～を阻止する、～を防止する」です。
元はボートの中を横に渡した「こぎ座」という意味から来た言葉です。
Pyongyang’s ～ ambitions で「平壌の～の野望」です。
Pyongyang は北朝鮮の首都ですが、ここでは「北朝鮮政府」を意味します。
国の政府を意味する場合にはいろいろな表現がありますが、このように首都名、そして建物名なども使われます。
例：White House（Washington）「アメリカ政府」、Kremlin「ロシア政府（クレムリン宮殿）」、Tokyo「日本政府」、Beijing「中国政府」
