で「警察によると、山上容疑者（演説の会場に布製バッグを持って電車で来ていた）は、自分が犯行を行ったことを自白した。特定の団体に恨みがあって、その団体が安倍氏と繋がっていると信じていたので。警察によると、使用された銃は銃身がおよそ40cm、高さが20cmだった。」という意味になります。

The police said (that) ～ で「警察は～だと言った、警察発表によると～だ」です。
ニュースでよく使われる言い回しですね。

Yamagami, who came to the venue of the speech by train carrying a fabric bag, までが主語です。
Yamagami を , who ～ が説明している形です。
came to the venue of the speech by train で「スピーチの会場に来た、電車で」
carrying a fabric bag で「布製のバッグを持って」です。

その山上容疑者が、
has confessed (that) ～「～だと自白した」です。
(that) he committed the crime で「自分がその犯行を行った（と）」です。

as ～ はここでは理由の意味で「～なので」です。
he has a grudge against a “specific organization” で「彼が恨みを持っている（ので）、特定の団体に対して」です。
have a grudge against ～ で「～に恨みを持つ」です。
specific organization で「特定の団体」です。これは後ほどある宗教法人だと報道されましたね。

in the belief that ～ で「～だと信じて」という意味のコロケーションです。
直訳すると「～という思い込みにおいて」です。
belief は「確信、信念、思い込み、信じること」です。
どんな思い込みかというと、
(that) it is linked with Abe. で「その特定の団体が安倍氏と繋がっている（との思い込み）」です。
the belief that ～「～という確信」、この that は同格のthat ですね。

They said ～ は The police said と同じです。
the gun used が主語で「使われた銃」です。
was about 40 centimeters in length and 20 cm in height. で「約40cmの長さで、20cmの高さだった」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
