で「法律というものは、ある明確に定義された狭い範囲内の行為だけを断罪し罰するものだ。したがって、ある意味では、それらの範囲外にある同様の行為は正当化してしまうのだ。」という意味になります。

The law condemns and punishes で「法律は、～を断罪し罰する」です。
condemn で「～を有罪にする、糾弾する」という意味の動詞です。
名詞形は condemnation コンデムネイション「非難、糾弾、有罪判決」です。
何を糾弾し罰するのかというと、
only actions within ～ で「～内の行為だけを」です。
(within) certain definite and narrow limits で「ある一定の明確な狭い限度（内の）」です。
certain サートゥンは「ある一定の～」
definite [デ]フィニトゥで「明確な、明示された」という意味の形容詞。
動詞形は define ディ[ファ]インで「定義する、明示する、明確にする」です。

セミコロン（;）で「つまり」という意味でつなげます。

it thereby justifies, で「それは、従って、～を正当化する」です。
it は前述の the law を指しています。
何を正当化するのかというと、
all similar actions「すべての同じような行為を」です。
どんな行為かというと、関係代名詞 that でつなげて、
that lie outside those limits. で「それらの範囲の外側にある（同じような行為）」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
