で「気象庁は東京に対する査定を下方修正した。その前に当初、気象庁は東京２３区に対して一年以上ぶりとなる豪雪警報を出してた。気象庁はまた、その雪が金曜の夜にかけて雨に変わり、夕方の帰宅ラッシュ時に道路上で危険な状態を作り出すかもしれないと勧告している。」という意味になります。

The Japan Meteorological Agency で「気象庁」の呼称です。
meteorological ミティォロ[ロ]ジカォで「気象の」という意味の形容詞。
名詞形は meteorology ミティォ[ロ]ロジィで「気象学」です。

downgraded its assessment for the capital, で「～を格下げした、自身の査定を、東京に対する（査定を）」です。
downgrade で「～を格下げする」です。
its assessment で「自身の査定を」です。its は the Japan Meteorological Agency を指します。
for the capital の the capital「その首都」とは既に記事で使われた Tokyo「東京」の言い換え表現ですね。
downgrade は、記事を読むと分かる通り、当初 warning「警報」だったのを、advisory「勧告」に格下げした、ということです。

after ～ で「～した後に」です。
initially issuing the first snow warning で「当初は、～を発令した、初めての雪警報を」です。
issue a warning で「警報を出す、警報を発する」という意味のコロケーション。
(warning) for its 23 wards で「東京23区に対する（警報）」です。
its 23 wards の its は Tokyo を指します。
the first ～ in over a year. で「1年以上の内で初めての～」つまり「1年以上ぶりとなる～」です。
この first ～ in …（期間）「…ぶりの～」はよく使われる表現なので覚えておきましょう。
例：It was the first incident in 500 years.「それは500年ぶりの出来事だった。」

The agency has also advised that ～ で「同庁はまた、～だと勧告した」
(that) the snow could change to rain で「その雪は雨に変わるかもしれない（と）」
through into Friday night で「金曜夜にかけて」です。
and ～「そして」
(could) create dangerous conditions on roads で「危険な状態を作り出す、道路上で」です。
during the evening rush hour. で「夕方の帰宅ラッシュ時に」
