で「それぞれの国は、排他的経済水域内では、天然資源の開発、島の建設、漁業などのような問題に関して国内法の適用を行うことができる。それは国連海洋法条約の下で定められている。」という意味になります。

Each country で「各国、それぞれの国」です。
can ～「～することができる」
develop natural resources, で「天然資源を開発する（ことができる）」
～, ～, and ～ の列挙方式です。
build islands で「島を建設する（ことができる）」
and ～
apply domestic law regarding ～ で「～を適用できる、～に関する国内法を」
domestic law で「国内法」です。対義語は international law「国際法」です。
regarding ～ で「～に関する」という意味の前置詞。
regarding issues such as ～ で「～などの問題に関しての」です。
(such as) fisheries within its exclusive economic zone, で「その国の排他的経済水域内での漁業（などの）」です。
its exclusive economic zone の its は each country を指しています。
exclusive economic zone で「排他的経済水域」です。
exclusive は「排他的な、専売的な、独占的な」という意味の形容詞です。
対義語は inclusive で「内包的な、開放的な、誰でも受け入れる」です。

the U.N. は the United Nations「国際連合」の略。
convention は「（国際的な）協定、協約」です。「会議、大会」という意味でもよく使われます。
