で「今週これまでに、米国防総省は、追加の部隊と装備を、そのアデン湾の小国ジブチ共和国の海軍基地に移動させているところだと発表した。スーダンからのアメリカ大使館職員の避難に備えて。」という意味になります。

Earlier this week, で「今週これまでに」です。
「今週の初めに」という意味ではないので注意しましょう。

the Pentagon said (that) ～ で「アメリカ国防総省は～と言った（発表した）」です。
the Pentagon は「アメリカ国防総省」の別名。
アメリカ合衆国バージニア州にあるアメリカ国防総省の本庁舎が五角形（ペンタゴン）の形をしていることから来ています。

it was moving ～ to … で「同省が～を…に移動させている（と）」です。
it は　the Pentagon を指しています。
何を移動させている最中かというと、
additional troops and equipment で「追加の部隊と装備を」です。
どこに移動させているかというと、
to a Naval base in ～ で「～の海軍基地に」です。
in the tiny Gulf of Aden nation of Djibouti で「そのアデン湾の小国ジブチ共和国（にある）」です。
the tiny Gulf of Aden nation of Djibouti までが一つの名詞句となっています。
tiny で「小さな」、Gulf of Aden nation で「アデン湾の国家」と、Gulf of Aden が形容詞的に使われています。
nation of Djibouti で「ジブチ（共和国）という国」です。
to prepare for ～ で「～に備えるために」です。
何に備えるためかというと、
the possible evacuation of ～ で「～の避難の可能性」です。
possible は「今後あり得る、見込まれる、予想される」という意味の形容詞です。
何の避難かというと、
(of) U.S. Embassy personnel で「アメリカ大使館職員（の）」
personnel は集合的に「職員（たち）、全職員」という意味の名詞。
記事中では staffers を言い替えで使っています。

Sudan は発音に注意しましょう。ス[ダ]ーン という感じになります。
