This note was a promise that all men, yes, black men as well as white men, would be guaranteed the “unalienable Rights” of “Life, Liberty and the pursuit of Happiness.” It is obvious today that America has defaulted on this promissory note, insofar as her citizens of color are concerned.

This note was a promise that all men, yes, black men as well as white men, would be guaranteed the “unalienable Rights” of “Life, Liberty and the pursuit of Happiness.” It is obvious today that America has defaulted on this promissory note, insofar as her citizens of color are concerned.
で「この手形は、全ての人間が、そう、黒人も白人も、生命・自由・そして幸福の追求という侵されざるべき権利を保障されるという約束だった。だが、アメリカがこの手形の履行を怠ってきたのは明白である。この国の有色の市民に関する限りにおいては。」という意味になります。

This note was a promise that ～ で「この手形は～という約束だった」です。
this note は前述の the promissory note「約束手形」のことですね。
a promise that ～ で「～という約束」です。

どんな約束なのか、というと、
all men, yes, black men as well as white men, までが主語で「全ての人間、そう、黒人も、白人も同様に」です。
would be guaranteed ～ で「～が保証されるだろう」という約束です。
guarantee ～ … で「～に…を保証する」です。
例：We guarantee you 100％ satisfaction.「あなたに100%の満足を保証します。」
何が保証されるかというと、
the “unalienable Rights” of “Life, Liberty and the pursuit of Happiness.” で「生命・自由・そして幸福の追求という侵されざるべき権利を」です。
この一節は、アメリカ独立宣言に出てきますし、日本国憲法でも引用されていておなじみのものです。
unalienable は分解すると、un-（否定） + alien –ableで「異質にすることができない、不可分の」です。
unalienable rights「不可分の権利」とはつまり、生まれながらに備わっているのでそもそも無理やり奪ったりできない権利、という意味です。

It is obvious today that ～ で「今日、～ということは明白である」です。
it is ～ that … の形で「…ということは～だ」です。
何が明白かというと、
(that) America has defaulted on this promissory note, で「アメリカが、この約束手形の履行を怠ってきた（こと）」です。
default on ～ で「～の履行を怠る」という意味の言い回し。
動詞 default は他にも「裁判に欠席する、試合に出ずに負ける、不戦敗になる」という意味でも使えます。
例：defaulted credit「不良債権」

insofar as her citizens of color are concerned. で「アメリカの有色人種の国民に関して言えば」です。
insofar は古めかしい表現で、so far と同等の意味。
so far as ～ is concerned で「～に関する限りにおいては」という意味のコロケーションです。
her citizens of color の her はアメリカという国を指しています。
現代英語には女性名詞・男性名詞という概念は基本的にないですが、国や船などを表す代名詞では she を使うことがあります。
