ビル・ゲイツ氏によるTEDでのスピーチ「もし次の疫病大流行（アウトブレイク）が来たら？私たちの準備はまだ出来ていない」です。

As an example, we could have taken the blood of survivors, processed it, and put that plasma back in people to protect them. But that was never tried. So there was a lot that was missing. And these things are really a global failure.

で「一例として、生存者の血液を採取して、加工してその血清を人々に注射して、彼らを守ることもできたでしょう。しかしそれは試されることはなかった。試されずに見落とされていたものは多かったのです。そしてこのようなことは実に世界的な失敗です。」という意味になります。

As an example, で「一例として」です。
for example とも言えます。

we could have taken the blood of survivors, で「私たちは～することもできた、生き残った人たちの血を取って」です。
could have ～ で「～することもできた」です。（やろうと思えば）できたはずだ、という仮定法的な意味合いが含まれます。
例：the accident that could have been avoided「避けられたはずの事故」
take blood で「血を取る、採血する」です。
survivors とは文脈から、伝染病から生還した人達という事になります。

processed it, で「（そして）それを加工して」です。
it は the blood を指します。

and put that plasma back in people to protect them. で「そしてその血漿を人々の中に戻す、その人たちを守るために」です。
put ～ back in … で「～を…の中に戻し入れる」です。
that plasma とは先ほど採取した血液から精製したその「血清」です。
plasma は「電離した原子」という意味もありますが、ここでは「血漿、血清」という意味になります。
血清は serum [スィ]ーラム とも言います。
例：antiserum「抗血清」

But that was never tried. で「しかし、それは一切試されなかった」です。

So there was a lot (that) was missing. で「いっぱいあった、見逃されたことが」です。
a lot は「多くのこと」という意味の名詞です。
a lot は was で受けている通り、単数（singular）になります。
ただし、a lot of things などと表現する場合は複数（plural）になるので注意しましょう。
miss はここでは「（機会・チャンスなどを）逃す、見逃す」です。
例：Don’t miss this bargain!「この特売を逃すな！」

And these things are really a global failure. で「そしてこのようなことは本当に世界規模の失敗です。」です。
