Earlier this month, で「今月これまでに」です。
ニュースでよく登場する言い回しになります。
early this month「今月の初めに」とはちょっとニュアンスが違います。

a shocking survey result was announced. で「あるショッキングな調査結果が公表された」です。
announce は「公表する、発表する」です。

The survey revealed that ～ で「その調査は～ということを明らかにした」です。
reveal リヴィーォは「暴露する、明らかにする」です。

以下は、上記の The survey を修飾する挿入文となります。
(The survey,) conducted by work-style consultancy Work Life Balance Co. on 480 public servants between March and May, で「働き方コンサルタント会社の株式会社ワークライフバランスが３月～５月の間に480人の公務員に対して行った（調査）」です。
conduct は「調査などを行う、実施する」という意味の動詞です。
public servants は「公務員」という意味です。

何を明らかにしたかというと、
(revealed that) a distressing number of bureaucrats in government ministries have been logging overtime で「悲惨なほどの数の政府省庁の官僚たちが、時間外労働を行っている」です。
a distressing number of ～ は「悲惨なほどの数の～」という意味の言い回しです。
distress は「～を悩ます、苦しめる、悲嘆させる」です。
bureaucrats in government ministries で「政府省庁の官僚たち」です。
bureaucrat [ビュ]ーロクラトゥで「官僚、役人」となります。綴りが間違いやすいので気を付けましょう。
ministry は「省、庁」です。
例：Ministry of Defense「防衛省」
ちなみに「大臣」は minister となります。
have been logging overtime で「超過時間を記録している」です。
ここでの log は「～を記録する、（仕事などにある時間を）費やす、かける」という意味になります。
例：I logged 20 years of military service.「私は兵役に20年間就いた。」

at a level that ～ で「～なレベルで」です。
(that) could cause death from overwork. で「過労死を引き起こすかもしれない（ほどの）」です。
death from overwork は「過労死」という意味になります。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
