in connection with ～ で「～に関連して、～関係して」という意味になります。
in connection with the murder ですので「その殺人事件に関連して」という意味になります。

on the suspicion that ～ で「～という疑いについて」という意味になります。
suspicion サス[ピ]ションは「疑い、疑惑」という意味の名詞です。
動詞形は suspect サス[ペ]クト「嫌疑をかける、～を疑わしく思う、～だろうと疑う」です。
例：You shouldn’t suspect him.「あなたは彼を疑うべきではない。」
that 以降は直前の suspicion を修飾して「彼が共犯者を持っていたという（疑い）」という意味の関係代名詞節です。

accomplice ア[コ]ンプリスで「共犯、共犯者」という意味の名詞です。
例：accomplice in a murder「殺人の共犯者」
