From ～ to … 「～から…まで」の形です。
the time (when) TiVo came out で「TiVoが世に出た時」です。
the time は「その時、その当時」という意味になります。
関係副詞 when が省略された形です。
about eight or nine years ago で「約8～9年前」です。
to this current day で「この現代の日まで、今日（こんにち）まで」です。
they are the single highest-quality product on the market で「それらはマーケットでただ一つの高品質な製品である」です。
they はここでは TiVo（製品）のことを指しています。複数形なのは、一連のTiVoシリーズを指してでしょう。
the single highest-quality product で「唯一の高品質な製品」となります。
the single ～ で「ただ一つの～」となります。
hands down, there is no dispute. で「断然に、議論の余地なく」です。
hands down は副詞（adverb）で「断然に、楽々に」という意味になります。
例：win hands down「楽勝する」

there is no dispute は「議論の余地はない」です。
dispute は「議論」という意味の名詞です。
同じような意味で、indisputably インディス[ピュ]ータブリィ「議論の余地なく」も使えますね。
They were extremely well-funded. で「（そして）彼らは極めて資金豊富だった」です。
well-funded で「豊富な資金を得ている」です。
fund は「資金」「資金を出す、出資する」です。
こちらの They はTiVo社のことになります。
