で「今は2020年の始まりであるが、同時に新たな10年の幕開けでもある。2010年代に現れてきた多くのテクノロジーが、この新たな10年で加速度的なペースで確実に進歩して、私たちのライフスタイルを劇的に変化させるだろう。」という意味になります。

It’s the beginning of 2020, で「今は2020年の始まりである」です。
この it は時間を表して「今は」ですね。
it は「時間・天気・気温」を表すときに形式的に主語となります。

but also the opening of a new decade. で「しかし、同時に、新しい10年の幕開けでもある」です。
decade デケイドゥで「10年間」という意味の名詞です。
例：five decades ago「50年前に」

Many technologies (that) emerged in the 2010s までが主語です。
「多くの科学技術、2010年代に現れてきた」です。
emerge イマージは「現れてくる、浮かび上がってくる」という意味の動詞です。
例：emerging country「新興国」、recently emerged「最近出現した」

will certainly develop で「確実に進歩するだろう」です。
certainly サートゥンリは「確実に、必ず」という意味の大変よく使われる副詞です。
形容詞形は certain サートゥンで「確実な、特定の」です。
at an accelerated pace で「加速度的なペースで」となります。
accelerated アク[セ]レレイティドゥで「加速された、加速度的な」という意味の形容詞です。
in this new decade で「この新たな10年で」です。

and change our lifestyles dramatically. で「そして、私たちのライフスタイルを劇的に変える（だろう）」です。
dramatically ドゥラ[マ]ティカリで「劇的に」ですね。
こちらもよく使われる副詞です。
