We must develop and maintain the capacity to forgive. He who is devoid of the power to forgive is devoid of the power to love. There is some good in the worst of us and some evil in the best of us. When we discover this, we are less prone to hate our enemies.

We must develop and maintain the capacity to forgive. He who is devoid of the power to forgive is devoid of the power to love. There is some good in the worst of us and some evil in the best of us. When we discover this, we are less prone to hate our enemies.
で「我々は許す能力を育て維持しなければならない。許す力を欠いた者は、愛する力を欠く。どんな人間にだって、よい部分もあれば悪い部分もある。これを知れば、敵への憎しみを減らせる。」という意味になります。

We must develop and maintain the capacity to forgive. で「私たちは～を発達させ、維持しなければならない、許す能力を」です。
develop は「～を開発する」から「能力などを育てる、発現させる」といった意味もあります。
例：develop a spirit of charity「チャリティー精神を育てる」
capacity to forgive で「許す能力」です。

He who is devoid of the power to forgive が主語で「許す力を欠いた者」です。
he who ～ は「～な人」という意味になります。
(who) is devoid of the power to forgive で「許す力を欠いた（者）です。」
power は capacity の言い換えで「能力」です。

is devoid of the power to love で「（許す力を欠いた者）は愛する力を欠く」です。

There is ～「～がある」
some good in the worst of us で「我々人間の中で一番最悪の者の中にもいくらかの善良さ」です。
逆に、
some evil in the best of us. で「我々人間の中で最良の者の中にもいくらかの邪悪さ」です。
この the worst of us と the good of us は対比させてよく使われて「どんな人間にだって～」という意味が作れます。

When we discover this, で「私たちがこのことに気付いたとき」です。
we are less prone to hate our enemies. で「私たちはちょっと敵を憎しみづらくなる」です。
be prone to ～ で「～しがちだ、～する傾向がある」です。
less がついて be less prone to「より～しにくくなる、～する傾向が和らぐ」となります。
例：less prone to constipation「便秘になりにくい」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
