で「その事件は一部の受験者たちをかなり不安にさせたようである。テスト会場には警察と消防車両が招集されたからだ。当事件は、日本で最も一流大学の一つとみなされる大学のメインキャンパスの中の弥生地区の門の外で起こった。」という意味になります。

The incident appeared to ～ で「その事件は～したようであった、どうやら～したらしい」です。
appear to ～ で「～するように見える、～するようだ」です。
unsettle some test-takers at the venue, で「一部の受験生たちを動揺させた、その会場の」です。
unsettle は動詞で「～を動揺させる、不安にさせる」です。
un-（否定）＋ settle「安定させる、落ち着かせる」
test-taker は「テストを受ける人」、take a test で「テストを受ける」です。
venue [ヴェ]ニューは「（競技大会・コンサート・会議など）開催地、会場」という意味の名詞です。

to which ～ は the venue を先行詞に取った、前置詞toが付いた関係代名詞です。
カンマ(,)が入っているので非制限用法（継続用法）となり、さらにここでは【理由】の意味合い訳すとしっくりきますね。

つまり、その会場に、
police and firefighting vehicles were mobilized で「警察と消防車両が動員された（からだ）」です。
firefighting vehicle で「消防車」です。fire engine などとも言います。
mobilize ～ to … で「～を…に動員する」です。

outside the gate of ～ で「～の門の外で」
outside はここでは前置詞で「～の外で」という意味になります。
the gate of the Yayoi section of the main campus of the university で「その大学のメインキャンパスの弥生地区の門」です。
東京大学の本郷地区キャンパスは、本郷地区・弥生地区などと別れているようです。

consider ～ … で「～を…とみなす」です。
