で「ただの慈善からではなく、われらの時代における平和は、絶え間ない前進を必要とするからです。我々の共通の教義に書かれているそれらの原則の前進を。それらとは、寛容さとチャンス、人間の尊厳と公正です。」という意味になります。

前回の文の後半部分になります。

— not out of mere charity, で「単なる慈善からではなく」です.
not ～ but …「～ではなく…」のストラクチャーです。
out of mere charity で「単なるチャリティーの理由から」です。
out of ～ は「～から（出て）」という意味ですが、今回のように「～という理由から」という意味でもよく使われます。
例：out of good intentions「善意から、善意で」
mere ミアは「単なる、ただの」という意味の形容詞です。
例：It’s a mere scratch.「ほんのかすり傷だ。」
but because ～ で「（そうではなくて）～という理由からだ」です。
peace in our time が主語で「我々の時代の平和は」です。in our time で「われらの時代、現代」
requires the constant advance ～ で「～の絶え間ない前進を必要とする」です。
constant は「絶え間ない、途切れない、定期的な」
何の前進が必要かというと、
(advance) of those principles で「それらの原則の（前進）」
どんな原則かというと、
(those principles) that our common creed describes で「私たちの共通の教義が述べている（それらの原則）」
describe は「～を述べる、～を記述する」です。
つまりクリード（creed）に書かれている原理原則（principles）です。
具体的にどんな原則かというと、コロン（:）で
tolerance and opportunity,「寛容さとチャンス」
human dignity and justice.「人間の尊厳と公正」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

（それらは）単なる慈善からではなく

but because
～のためである

peace in our time requires
われらの時代の平和は～と必要とする（から）

the constant advance of those principles
それらの原理原則の絶え間ない前進を

that our common creed describe
われらの共通の教義に記された（原理原則）

: tolerance and opportunity,
（つまり）寛容さとチャンス

human dignity and justice.
人間の尊厳と公正
