The fifth form of power is ideas. An idea, individual liberties, say, or racial equality, can generate boundless amounts of power if it motivates enough people to change their thinking and actions.
で「5番目の権力の形は『アイデア（思想）』です。例えば、個人の自由や人種平等といったアイデアは、それが十分な数の人々の思考や行動の変化を促すものであれば、無限とも言えるほどの力を生み出すことができます。」という意味になります。

The fifth form of power is ideas. で「第5の権力の形は、考え方である。」です。
idea はここでは「着想、発想、思い付き」という意味ではなく「考え方、思想、主義」という意味になります。
例：conservative idea「保守思想」、idea of life「人生観」

An idea, individual liberties, say, で「ひとつの思想、例えば個人の自由」です。
individual で「個人の」
liberty で「自由」です。
say はここでは「例えば」という意味の話し言葉でよく使われる言い回しです。
let’s say などとも言えます。
例：Let’s say, 8:00 at the lobby of the hotel? 「そうですね、8時にホテルのロビーでどうでしょう？」
or racial equality,「もしくは人種間の平等（なども）」
can generate ～「～を生み出すことができる」
generate で「～を生む、発生させる」です。
boundless amounts of power で「無限の量の権力」です。
boundless で「際限のない、無限の」です。
bound で「境界、限度」+ less「ない」
if it motivates ～ で「もしそれが～を動機づけるなら」です。
it は idea を指しています。
(motivates) enough people で「十分な数の人々を（動機づけるなら）」
to change their thinking and actions. で「彼らの考えや行動を変えるように（動機づける）」です。
motivate ～ to do … で「～が…するように動機づける、やる気にさせる」です。
例：motivate the staff to work harder「職員たちがもっと一生懸命働くようにやる気を起こさせる」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
