で「この世の中のトラブルの大半は、自分のことに専念できない連中によって引き起こされてきた。というのも、彼らには気にかけるべき自分自身の用事が何もないからだ。ちょうど、天然痘ウイルスにそんなものがないのと同じように。」という意味になります。

Most of the trouble in this world「この世のほとんどの問題は」
has been caused by ～「～によって引き起こされてきた」
(by) folks who ～「～な人々によって」
folks は people とほぼ同じ意味で「人々（口語的・やや軽い）」
(who) can’t mind their own business,「自分自身のことに専念できない（人々）」です。
mind ～ で「～に気を付ける、注意を払う」です。
mind your own business で「自分のことに注意を払いなさい→人のことに口出しするな」となります。
business はここでは「（個人的な）事柄、問題、課題」です。

because ～「なぜなら～」
they have no business of their own to mind,「彼らは、注意を払うべき自分自身の用事を持っていない（から）」
, any more than a smallpox virus has. で「まるで、天然痘ウイルスにそんなものがないのと同じように。」です。
ここでの (no ～) any more than ～ は、クジラ構文の変形版になっています。
具体例を引き合いに出して、否定の説得力を増したいときに使えます。
例：A whale is no more a fish than a horse is.「馬が魚でないとの同じくクジラも魚ではない。」
than a smallpox virus has (business of its own to mind) とカッコ部分が省略されています。
