分詞構文で、

make a mess of ～ で「～をめちゃくちゃにする、混乱させる」です。
the president is now demanding that ～ で「大統領は今、～ということを要求している。」です。
どんなことを要求しているかというと、
(that) America’s allies around the world send forces で「世界中のアメリカの同盟国たちが部隊を派遣する（こと）」です。
ally [ア]ライで「同盟国、同調者、協力者」という意味の名詞。
to help open the Strait of Hormuz.「ホルムズ海峡を開くのを助けるために」です。
open ～ で「～を開く」ですが、ここでは「航路を確保する」です。
help do ～ で「～することを助ける」となります。
Chinese help is unimaginable.「中国の助けは考えられない。」
un-（否定）＋imaginable「イメージできる」
Like India and Turkey, 「インドやトルコと同様に」
China appears to ～「～するようである、～するように思われる」
have cut a deal with Iran「イランと取引をまとめた（ようである）」です。
cut a deal with ～ で「～と取引を成立させる」という意味の慣用句。
to keep supply lines open, 「サプライラインを開けておくために」です。
supply line は「供給ライン、補給線」です。
keep ～ open で「～を開いた状態にしておく、開けておく」
, including for oil.「原油のためのラインを含めて」
Yet「しかし」

face a much trickier dilemma. で「さらに困難なジレンマに直面している。」です。
face ～ で「～に直面する」
tricky は日本語のトリッキーとはちょっと違って「油断ならない、扱いにくい」という意味の形容詞。
例：tricky meeting「油断ならない会議」、tricky task「困難なタスク」
dilemma ディ[レ]マ（※発音注意）で「板挟み状態、窮地」です。
それではまず文節に分けて日本語に訳し内容を理解して下さい。
