で「つまり、このパニック・モンスターのことで、先延ばし屋のかなりむちゃくちゃな行動の数々が説明できるんです。たとえば、私みたいな人間が、論文の最初の一文をどうしても2週間書き出せないくせに、そのあとになると、まるで奇跡みたいに信じられないほどの仕事ぶりを発揮して、徹夜で8ページも書いてしまう――そんなことです。」という意味になります。

Now,「つまり～」
the Panic Monster explains ～ で「パニック・モンスター（の存在）が～を説明している」です。
ここでの explain は「（原因や謎などを）明らかにする、説明する」という意味です。
all kinds of ～「あらゆる～を」
pretty insane procrastinator behavior,「先延ばしする人のかなりめちゃくちゃな行動を」です。
pretty insane で「かなり常軌を逸した」です。
pretty はここでは「かなり、結構、なかなか」という意味の副詞。
insane イン[セ]インで「狂った、常軌を逸した、非常識な」という意味の形容詞です。
, like ～「例えば～など」
how someone like me could ～ で「私のような人間がどうして～できるのか（など）」です。
someone like me が主語です。
how ～ could … は「どうやって～できるのか？（その仕組み）」という意味の言い回しです。
spend two weeks「2週間を過ごす」
unable to start the opening sentence of a paper,「論文の冒頭文さえも始められないで（過ごし）」です。
spend ～ …ing で「～を…して過ごす」です。
ここでは、(being) unable to ～ の being が省略された格好です。（英語では being はよく省略されます。）
, and then miraculously ～「しかしその後、奇跡的に～」
find the unbelievable work ethic「信じられないほどの勤勉さを発揮し」です。
find ～ は物理的に何かを見つける、ではなく「失った機能などを取り戻す、自分の中に力などを見出す」という意味合いです。
例：find the strength to ～「～する力を振り絞る」、find the courage to ～「～する勇気を搾り出す」
work ethic は「仕事の倫理、労働倫理、働くうえでの規律」です。
to stay up all night で「徹夜して、寝ずに一晩過ごすための」です。
and write eight pages.「そして8ページも書く」です。
(work ethic) to stay up all night and write eight pages で「徹夜して8ページも書くための（勤勉さ）」
それではまず文節に分けて日本語に訳し内容を理解して下さい。
