Skies dotted with ～「～が点在する空」です。
dotted with ～「～が点在して」という意味の言い回し。
dot は「点」という意味で、動詞では「点を打つ、点在させる、あちこちに存在する」です。
(with) delivery drones and flying taxis; で「配送ドローンや空飛ぶタクシーが（点在する）」
ここでのセミコロン（;）は、列挙の用法。
factories manned by humanoid robots; で「人型ロボットが働く工場」です。
manned by ～ で「～によって操業される、（人員として）～が働く」です。
man はここでは「人間、男」ではなく、動詞で「～に要員を配置する、担い手になる」です。
6G mobile devices plugged directly into people’s brains. で「6Gのモバイル端末、人々の脳に直接接続された」です。
plugged into ～ で「～の中にプラグで繋がっている、接続された」です。
China’s next five-year plan is ～「中国の次の5カ年計画は～」
breathtakingly ambitious.「息をのむほど壮大である。」です。
breathtakingly で「息をのむほど」という意味の副詞。
breath「息を」＋ take「飲む」です。
ambitious アン[ビ]シャスで「野望に満ちた、野心的な」
With ～ の文は、with を使った付帯状況を表す分詞構文です。
with ～ …ing「～が…する状況の中で」という意味になります。
(With) its consumers「同国の消費者が」
in a dour mood「暗いムードでいる（状況の中で）」です。
dour ドゥアで「」陰気な、気難しい、むっつりした」という意味の形容詞。
and ～「また～」
(with) geopolitical rifts「地政学的な分断が」
making the future of trade uncertain,「貿易の未来を不確かにしている（状況の中で）」です。
geopolitical で「地政学的な」という意味の形容詞。
rift リフトゥは「裂け目、割れ目、亀裂」
make ～ uncertain で「～を不確かにする」です。
the future of trade で「貿易の未来」
そんな状況の中で、
China believes that ～「中国は～だと確信している」
(that) only world-beating technological breakthroughs で「世界を圧倒する技術革新だけが～」
can guarantee its dominance.「同国の覇権を確かなものにできる（と）」です。
world-beating で「世界を打ち負かすくらいの、世界一の、世界最先端の」です。
beat ～ で「～を打ち負かす、やっつける」という意味の動詞。
dominance は「支配的立場、優勢、覇権」という意味の名詞。
