前回までの、facebook創業者のMark Zuckerberg のハーバード大学の卒業式でのスピーチ（2017年）が終了しましたので、今日からは、ジョンFケネディの大統領就任演説（1961年）に入ります。

Vice President Johnson, Mr. Speaker, Mr. Chief Justice, President Eisenhower, Vice President Nixon, President Truman, reverend clergy, fellow citizens:
ここまでは冒頭で、会場にいる重要人物たちを順番に呼びかけている部分です。
Vice President Johnson は、ケネディ新政権で副大統領となる副大統領ジョンソン
Mr. Speaker は「下院議長」です。speaker で「議長」という意味があります。
Mr. Chief Justice は「最高裁長官」です。
President Eisenhower は、前政権での大統領だったアイゼンハワー大統領です。ケネディに政権を引き継いだ前大統領。
Vice President Nixon は、前政権で副大統領だった「ニクソン副大統領」。ケネディと1960年大統領選で戦って敗れた人です。
President Truman は、前々政権で大統領だった「トルーマン大統領」、1945〜1953年の大統領です。
reverend clergy, は、「聖職者の皆様」です。
reverend [レ]ヴェレンドゥで「尊敬すべき」という意味の形容詞。
clergy ク[ラ]ージィで「聖職者」という意味です。単数形で集合的に使われます。
fellow citizens は「国民の皆様」です。
fellow は「同胞、同輩、仲間」という意味合いです。

We observe today で「我々は、今日、～を祝っている」です。
observe は「～を観察する」でおなじみですが、この文脈では「祝典などを執り行う、祝う」という意味になります。
celebrate, commemorate, mark などと同じ意味合いです。
例：Many Americans observe Thanksgiving with their families.「多くのアメリカ人は家族と感謝祭を祝う。」
observe の目的語が以下となります。
not a victory of party, but a celebration of freedom で「党の勝利ではなく、自由の祝典を（祝う）」です。
not ～, but …「～ではなく…だ」の言い回しです。
symbolizing an end, で「終わりを象徴して」
as well as a beginning「同時に始まりも（象徴して）」
signifying renewal,「再生を意味して」
as well as change.「同時に変化も意味して」です。
signify は「～を示す、～の表れである、～を意味する」という意味の動詞。

For ～「というのも～だから」です。
この for は接続詞で「その理由は～だから」という意味です。
I have sworn before ～「私は～の面前で誓った（から）」
(before) you and Almighty God で「皆さんと全能の神（の面前で）」です。
before はここでは場所の意味の「～の前」です。
何を誓ったのかというと、
the same solemn oath で「（～と）同じ厳粛な宣誓を」です。
(which) our forebears prescribed で「我々の先人たちが規定した（宣誓）」です。
nearly a century and three-quarters ago. で「およそ175年前に」です。
a century and three-quarters で「1世紀と3/4」で175年です。
約175年前の規定とは何かというと、1787年制定の合衆国憲法の中で、
大統領は就任前にこの宣誓をしなければならない、という規定です。
動画の冒頭をみると、ケネディ大統領が宣誓しているところが見れます。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
