The bloke over the road is a dodgy second hand car dealer, who often has numerous cars parked like an arse on our narrow street. I take delight on putting googly eyes over the parking sensors on them. I’m 55 years old and I’m really not sorry for my pettiness.
で「向かいの男は怪しげな中古車ディーラーで、うちの前の狭い通りに、しょっちゅう何台もの車をひどい停め方で並べている。私はその車の駐車センサーの上に、こっそり“目玉がギョロギョロ動くシール”を貼るのを楽しみにしている。私は55歳だけど、自分のこのしょうもない意地悪さをまったく反省していない。」という意味になります。
The bloke over the road is ～ で「道路の向かいの男」です。
bloke ブロウクは「やつ、野郎」という意味のスラング。
アメリカ英語では guy があたります。
over the road で「道路を渡った、道路の向こうの」です。
is a dodgy second hand car dealer, で「怪しげな中古車ディーラーだ」です。
dodgy は「怪しい、信用ならない、危険な」などという意味の形容詞。
sketchy などとも言えます。
例：sketchy motel「場末の（怪しげな）モーテル」、dodgy website「信頼できないサイト」
second-hand は「中古の」です。
, who often has numerous cars parked で「（その男は）しょっちゅう何台もの車を停めている」です。
have ～ parked「～を駐車させる、駐車された状態にする」です。
numerous cars で「多数の車を」です。
numerous は「数多くの、多数の」
like an arse は直訳するとしたら「ケツのように」ですが、
ここでは「滅茶苦茶に、バカみたいに、ひどい状態に」という意味です。
arse は ass のイギリス英語版。
例：I acted like an arse at the party last night.「昨夜のパーティーで俺はバカみたいに振る舞ってしまった。」
つまり、駐車の仕方が乱雑でひどい状態だ、ということですね。
on our narrow street. で「うちの近隣の狭い通りに」です。
I take delight on putting ～ で「私は～を付けることを楽しんでいる」です。
take delight in ～ing で「～することを楽しむ」です。
ここでは on が誤用で使われていますが、正しくは take delight in ～ing です。
delight ディライトゥは「楽しみ、歓喜」という意味の名詞。
何を楽しんでいるのかというと、
(in) putting googly eyes over the parking sensors on them. で「それらの車の駐車支援センサーの上にギョロ目のシールを貼ること（を）」です。
googly eyes はこんな感じの手芸用のシールです。

何の変哲もない物にこのシールを貼ると、まるで生き物みたいになるのが面白いと、SNSなどで流行しました。
車の駐車支援センサー（車の前後左右にある）にその目のシールを貼って遊ぶ、ということですね。
over the parking sensors で「パーキングセンサーを覆って」です。
on them の them は、駐車している車を指しています。
I’m 55 years old「私は55歳だ。」
and ～「そして～」
I’m really not sorry for ～「私は～について全く悪いと思っていない。」です。
really not で「全く～ない」と全否定です。
not really だと「あまり～しない」と部分否定となります。
(for) my pettiness.「自分のしょうもなさ（について）」です。
pettiness は「狭量さ、けちさ、せこさ、器の小ささ」です。
例：petty idea「せこい考え」、petty mind「狭い心」
それはまず文節に分けて日本語に訳し内容を理解して下さい。

怪しげな中古車ディーラーだ
who often has
しょっちゅう～させている
numerous cars
多数の車を
parked like an arse
ひどい状態で駐車している
on our narrow street.
