で「すべての国々に知らせよう。それが我々に好意を抱く国であれ、敵意を抱く国であれ、自由の存続と成功を確かなものにするために、我々はどんな代償も払い、どんな重荷も背負い、どんな困難にも立ち向かい、どんな友をも支え、どんな敵にも立ち向かうのだ、と。」という意味になります。

Let every nation know, で「全ての国に知らしめよう」です。
let ～ know で「～に知らせる」です。
nation は「国、国家」
, whether ～ で「～であろうが（…であろうが）」という意味です。
どちらでも構わない、という意味ですね。
whether it wishes us well or ill, で「それが我が国の幸運を祈っていようが、不運を祈っていようが」です。
it は先ほどの nation を指しています。
wish ～ well で「～の幸運を祈る」です。
例：I wish you luck.「幸運を」
何を知らせるのかというと、
that ～ で「～ということを」
we shall pay any price, で「私たちはどんな代償も払う決意だ（ということ）」です。
shall は「当然～する、～する決意である」という意味。
shall は元々は神の意志・掟を表して【運命・決意・契約】などの意味が表せます。
例：Henceforth, you shall be known as Darth… Vader.「これより、おぬしはダース……ヴェイダーと名乗るのだ。」
以下、カンマで列挙が続きます。
bear any burden, で「いかなる重荷も背負い」
meet any hardship,「いかなる困難にも立ち向かい」
ここでの meet は face に近いですね。
「（反対・困難などに）遭う、直面する、～に対処する」という意味です。
「堂々と受けて立つ」というニュアンスもあります。
support any friend,「いかなる味方も支え」
oppose any foe,「いかなる敵にも立ち向かう」
, to assure ～「～を確実なものとするために」です。
the survival and the success of liberty. で「自由の存続と成功を（確実なものとするために）」です。
それではまず文節に分けて日本語に訳し内容を理解して下さい。

全ての国に知らしめよう
whether
～であれ…であれ
it wishes us well or ill,
我が国の幸運を祈る国であれ、不運を祈る国であれ
that
～ということを
we shall pay any price,
