イギリスの政治家、軍人ウィンストン・チャーチルの言葉です。

If you cannot read all your books, at any rate handle, or as it were, fondle them — peer into them, let them fall open where they will, read from the first sentence that arrests the eye, set them back on the shelves with your own hands, arrange them on your own plan so that if you do not know what is in them, you at least know where they are. Let them be your friends; let them at any rate be your acquaintances. If they cannot enter the circle of your life, do not deny them at least a nod of recognition.

で「もし自分の本をすべて読むことができないなら、せめて手に取ってみなさい。いや、いわば、それらを愛おしむように触れてみなさい。中をのぞき、自然に開いたページをそのまま開かせ、目に留まった最初の一文を読んでみなさい。そして自分の手で本棚に戻し、自分なりのやり方で並べておきなさい。そうすれば、たとえその本の中に何が書かれているかを知らなくても、少なくともそれがどこにあるかは分かる。本たちを友人にしなさい。少なくとも、知り合いにはしておきなさい。もしそれらがあなたの人生の輪の中に入ってこられないとしても、せめて軽く会釈するくらいの認識は、拒んではいけない。」という意味になります。

as it were,「いうなれば、いわば、言ってみれば」
fondle them「それらを愛おしく撫でてみなさい」
peer into them,「その中をちょっと覗いてみなさい」
let them fall open where they will, で「そのまま開かせなさい、自然に開いたところで」です。
fall open は「ぽかんと開く、勝手に開く、（本などが）無造作に開く」という意味の言い回し。
fall とありますが本を落としているわけではありません。手に持って自然に任せて開くイメージです。
where they will は「それらの本たちが、開きたいところで開かせなさい」です。
they は books を指しています。will は意思・なりゆきの意味合いで、
言い換えれば、wherever they happen to open です。
read from the first sentence で「最初の一文から読んでみなさい」
that arrests the eye,「目に留まった（最初の一文から）」
arrest はここでは「逮捕する」という意味ではなく「（注意などを一時的に）引き付ける」です。
the eye は単数形で「視線、目線、注意」です。
例：The red cover caught my eye.「その赤い表紙が私の目を引いた。」
set them back on the shelves「それらを書棚に戻しておきなさい」
with your own hands, 「自分自身の手で」
arrange them「それらを並べてみなさい」
on your own plan「自分なりのやり方で」
so that ～「～するように、～になるように」と【目的】を意味する接続詞。
if you do not know what is in them,「あなたが、それらの本の中に何が書いてあるか知らなくても」
you at least know where they are.「少なくともそれらがどこにあるかを知っている（ように）」

Let them be your friends;「それらを自分の友達にしておきなさい。」
let them at any rate be your acquaintances. で「それらを、とにかく、顔見知りにしておきなさい。」
at any rate は最初にも出てきましたが「とにかく、何はともあれ」

If they cannot enter the circle of your life, で「それらがあなたの人生の輪の中に入ってこれなくても」
do not deny them at least a nod of recognition. で「それらから、少なくとも、会釈の機会を奪ってはいけない。」です。
deny は「～を拒否する」という意味ですが、ここでは「～から…を奪う」という意味になります。
deny ～ …「～から…を奪う」です。
例：They were denied the right to vote.「彼らは投票する権利を奪われた。」
a nod of recognition は「認識の頷き」、つまり「目を合わせてお互いに会釈すること」です。
パーティーなどで、話をしなくても、遠くでお互いの存在を認めて、会釈し合うイメージですね。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
